PERMIT #: M-1977-425 <br />INSPECTOR'S INITIALS: ECS <br />INSPECTION DATE: June 23, 2015 <br />CORRECTIVE ACTIONS: Implement approved weed control plan and provide proof to the Division that this has <br />been done. If a weed control plan is not already in place, the operator shall develop a weed control and <br />management plan in accordance with Section 3.1.10 (6) of the Rule. This plan should be developed in <br />consultation with the county extension agency, or weed control district office and should include specific <br />control measures to be applied, a schedule for when control measures will be applied and a post-treatment <br />monitoring plan. This weed control plan shall be submitted to the Division as a Technical Revision to the <br />approved plan with the appropriate Technical Revision fee of $216.00 by the corrective action date. <br />CORRECTIVE ACTION DUE DATE: 8/24/15 <br />OBSERVATIONS <br />This was a monitoring inspection for the Strang Pit, a 160 acre 112c sand and gravel permit operated by <br />Larimer County, conducted by Eric Scott of DRMS. DRMS visited the site with Todd Jergens of Larimer County. <br />Larimer County is the current permittee and property owner. The approved post -mining land use for this <br />permit area is "recreation", and the approved reclamation plan at this time consists primarily of unlined <br />groundwater lakes. <br />Lake A has been defined as "pre -1981" exposed groundwater at this site. However, Larimer County should <br />verify that the approved permanent augmentation plan provides sufficient water for the remaining unlined <br />lakes in the proposed reclamation plan. <br />During the inspection and site tour it was determined that, although the site is generally in good condition and <br />well run, there were two issues observed that will need to be addressed. Several Russian Olive trees will need <br />to be removed, and weed control measures will need to be taken across the site to eliminate the cheatgrass, <br />bindweed, thistle, spurge and any other noxious weeds on site. <br />The second issue noted during this visit was the lack of secondary containment around the two fuel tanks <br />present on-site. This issue was also noted during the 2010 inspection of the site and has not yet been <br />resolved. Appropriate secondary containment (impermeable containment for at least 110% total tank <br />capacity) for these tanks should be put in place as soon as reasonably possible, and no later than 60 days from <br />the date of this report, to avoid possible future enforcement action. <br />No other issues were noted during this inspection. <br />Inspection Contact Address <br />Todd Jergens <br />Larimer County <br />P.O.
