Interoffice Memorandum <br />To: Tabetha Lynch <br />From: Zach Trujillo <br />Subject: Trapper Mine MT -7 <br />Date: 6/22/15 <br />Tabetha — <br />After my review of the Trapper Mine's Permit for all applicable and relevant information <br />regarding the Rules and Regulations assigned by Dan, I have the following comments: <br />2.05.3 <br />2.05.3(3)(c) — Description of Trapper's road, conveyor, or rail system to be constructed, used or <br />maintained within the proposed permit area is found in Section 3.7. Discussion beginning on <br />page 3-159 uses the wording "proposed" when talking about the permit boundary in regards to <br />Rule 2.05.3(3)(c). While the rule does specially state the wording "proposed permit", I feel the <br />wording could be misleading considering the boundary is permitted and no longer being <br />proposed. If you feel this textual change is warranted, please have Trapper revise wording <br />within section 3.7 to remove the term "proposed". <br />All information required by Rule 2.05.3(3)(c) is present within Trapper's permit and no <br />additional comments are required. <br />2.05.3(6)(a) -(d) —All applicable information regarding Rule 2.05.3(6)(a) -(d) begins in Section 3.4. <br />Blasting information is located in Section 3.4 — Blasting and includes Trapper's blasting plan, <br />general record and retentions, pre -blast survey information, descriptions for warnings, and all <br />related information regarding "(a)" of 2.05.3(6). Typicals of blast signs on site is located under <br />Section 3.1.1. Discussions relating to 2.05.3(6)(b) -(d) begins in Section 3.5. Excess spoil is <br />disposed of in what is called Horse Gulch Fill. Description, geotechnical analysis and location <br />map is located in Section 3.5.3 and Appendix T. Estimated swell factor of Trapper's spoil is found <br />under Section 3.5.7. <br />All information required by Rule 2.05.3(6)(a) -(d) is present within Trapper's permit and no <br />additional comments are required. <br />2.05.3(8) —As defined by Rule 1.04(22a), "coal mine waste" means coal processing waste and <br />underground development waste. As per this definition, there is no coal mine wasted generated <br />at the Trapper Mine and related rules are not applicable. Discussion relating to non -coal <br />processing waste begins in Section 4.2.5 and more specifically in Section 4.3. A general plan of <br />non -coal waste disposal is found within each various discussion sections. Map M 47 includes <br />utility waste haulage and disposal areas. All non -petroleum waste is discarded within the mining <br />pits of Trapper and buried deep with spoil during the temparaneous reclamation phases of each <br />pit. Petroleum wasted is stored in specified tanks where it is either removed from site or <br />
