T. Bird, GCC Energy
C-1981-035 / TR -24 / AdegReview#1
14 -Jun -2015
1. DRMS 02/18: 2.10.1 sets forth general requirements for maps. Map King 1-001 does not
identify the Townships and Ranges. Map King 11-001 is at a scale of 1" = 2.7 miles, and
does not legibly detail the information shown on the 1:24,000 USGS series; nor is the
permit area boundary for the King Coal Mine shown. Please revise Maps 001 to comply
with Rule 2.10.1
DRMS 06/14: Maps 001 were updated to reflect information required by Rule 2.10.1.
This item has been satisfactorily addressed.
2. DRMS 02/18: Map King II -007 Operation Plan and Surface Features has a scale of 1" _
200'. This scale makes differentiation of the various features somewhat challenging.
Please update the map to show current configurations (including removal of the
temporary office trailers), and increase the scale — perhaps to 1" = 150' or 1" = 100'.
DRMS 06/14: Map King II -007 was revised to a scale of 1" = 100', and the surface facilities
were updated using a Nov -2014 aerial survey. This item has been satisfactorily
addressed.
3. DRMS 02/18: Rule 2.10.2 Permit and Adjacent Areas requires that a map be submitted
which distinguishes among each of the phases during which coal mining operations have
been or will be conducted. Minimum distinctions to be made are listed in (1) thru (3) of
the rule. Maps King 1-001 and King II -001 are each entitled "Permit and Adjacent Areas",
but neither one presents the information required by 2.10.2. Please revise these maps to
present the required distinctions.
DRMS 06/14: Maps 001 have been amended to incorporate the information requested,
but the scale of these maps and the font size utilized make it difficult to see the phases
clearly. Please show the King 1 phases (including surface disturbances) required by 2.10.2
at a legible scale. This might be readily accomplished by portraying the areas on Maps
King 1-005 and King 1-007, if that is easier than creating an entirely new map for that
purpose.
4.05 Hydrologic Balance
1. DRMS 02/18: Rule 4.05.9(9): It does not appear that the requirements of Rule 4.05.9(9)
have been considered in the designs for the sedimentation ponds. Please describe the
measures that GCC will employ to stabilize the upstream face of the sedimentation pond
embankments.
DRMS 06/14: Statements were added to Sections 2.03.5, as requested. This item has
been satisfactorily addressed.
4.11 Coal Mine Waste
1. DRMS 02/18: The Division was unable to find where the permit text addresses disposal of
non -coal waste. Please amend Sections 2.05.3 to address the requirements of 4.11.4.
