I <br />have reviewed all applicable sections for both the ST and Collom that was assigned. After my review Colowyo's PR -04, I <br />have the following comments: <br />South Taylor <br />2.06.9 <br />• Repagination with no textual changes to section. The footer to page 111 refers to revision date 8/7/13 and <br />revision no. TR -100. Please have Colowyo change the footer reference to the correct date and revision if <br />warranted. <br />4.03 <br />• Repagination with no textual changes to section. No comment. <br />4.09 <br />• Repagination with no textual changes to section. No comment. <br />rnunm <br />4.03 <br />• In Collom — Rule 4, Page 2, under 4.03.2 Acess Roads, there is reference to access road location and construction <br />to be shown in Volume 20, Exhibit 25, Item 1. However, with PR -04, this entire exhibit has been entirely <br />removed and access road location and construction is now located in Exhibit 7-23 Figures D1 and D2. Please <br />have Colowyo update this reference to the correct exhibit. <br />• Exhibit 7, Item 23, Part D appears to be missing Page D-2. Please have Colowyo provide the missing Page D-2. <br />• In Exhibit 7-23, Figures D1 and D2, under the construction notes it states the cut and fill of the sediment pond <br />access roads will have a 1h:1v. As per Rule 4.03.2(3)(e)(viii), embankment slopes shall not be steeper than <br />1.5h:1v, except that if the embankment material is a minimum of 85 percent rock, slopes shall not be steeper <br />than 1.35h:1v if it has been demonstrated to the Division that embankment stability will result. Please have <br />Colowyo revise the access road embankment slope to meet the minimum criteria of the above mentioned rule. <br />Exhibit 23, Item 2 <br />
