Box 459 <br />Florence, CO 81226 <br />Re: Southfield Mine (Permit No. C-1981-014) <br />Technical Revision No. 45 (TR -45) PAR Response Review <br />Dear Mr. Patterson: <br />EFCI's provided responses to the Division's preliminary adequacy letter, dated April 9, 2015, on <br />May 12, 2015, for technical revision No. 45 for the Southfield Mine. EFCI is proposing to revise <br />the diversity standard to bring this reclamation success standard into compliance with Rule <br />4.15.8(2), (5) and (6). EFCI is proposing to revise the diversity standard for warm season grass <br />species on the reclaimed mine area reclamation and on the reclaimed load out. EFCI is also <br />proposing to revise the woody plant density standard on the reclaimed portal area. The Division <br />has reviewed EFCI's responses. This letter will repeat the adequacy concern, and include the <br />resolution of EFCI's response. <br />1. Please use consistent acreage values when referring to the approved reference areas. <br />On page 2.04.10-6 (approved TR -39, revised date December 3, 2013) EFCI reported <br />acreage values for the respective reference areas. <br />Page 4 of the TR45 application letter provided the following acreage values for the <br />respective reference areas: <br />Grassland reference area 2.80 acres 58.6% <br />PPJ (Plot B -Portal area) 0.29 acres 6.0% <br />New Portal Area Reference area (PJ) 1.69 acres 3.54% <br />1313 Sherman Street, Room 215, Denver, CO 80203 P 303.866.3567 F 303.832.8106 http://mining.state.co.us <br />John W.
