This Technical Revision <br />(TR#45) revises the approved post -mining land use for lands associated with the office, shop, <br />warehouse, equipment yard, parking area, and main entrance road under Permit C-1981-028. <br />CEC proposes to change the post -mining land use of the main access road and the area around <br />the office, shop, warehouse, and equipment yard from rangeland to industrial/commercial. <br />There are two main reasons for the proposed land use change as described below: <br />1. Main Access Road -The main access road was constructed to extend County Road 59 for <br />the purpose of serving the Keenesburg Mine. At the time of construction and permitting, <br />the intent was that it would be abandoned, reclaimed, and revegetated when no longer <br />needed for mining and reclamation activities. However, since that time other land owners <br />and businesses (Waste Management, Al Organics, Gusher Oil Field Services, and <br />Guttersen Ranch) are now using the road to access their businesses and properties, and <br />plan to continue to use the main access road for the long-term. Letters from each of these <br />businesses/land owners supporting this land use change are included with this application <br />package. <br />2. The Permit currently requires the removal of all facilities from the Keenesburg Mine site <br />when no longer needed for mining or reclamation activities. Also, the permit requires <br />their reclamation to rangeland. Gusher Oil Field Services currently leases part of the <br />Keenesburg Mine facilities building, equipment yard, and parking lot, and intends to use <br />the facilities in their entirety when no longer needed by CEC for mine operations. Their <br />letter of support included herein details their intentions. CEC is currently in the process <br />of selling the office, shop, and warehouse buildings, equipment yard, and associated <br />facilities to Gusher Oil Field Services. <br />The following documents are enclosed to support this land use change request: <br />1.
