Box 1488 <br />Paonia, CO 81428 <br />RE: Bowie No. 2 Mine, Permit No. C-1996-083 <br />Technical Revision No. 100 (TR -101) <br />Preliminary Adequacy Review <br />Dear Mr. Bear, <br />The Division received Bowie Resources, LLC's (BRL's) application for a technical revision (TR -101) on April <br />27, 2015. The application was determined to be complete on May 7, 2015. The Colorado Division of <br />Reclamation, Mining, and Safety has completed its preliminary adequacy review of the proposed technical <br />revision. Please respond to the following comments or concerns as necessary: <br />Volume III, Exhibit 5 - Drill Pad and Roads - Baseline Vegetation Survey <br />1. In section 2.2 Sample Layout, the last sentence of the first paragraph states that the sampling <br />universe is shown on maps 1 through 5. Map 1 was not included in the baseline survey package. <br />Please submit map 1 or clarify the statement. <br />2. In the Bowie 2 permit, Volume I - 2.04 Information on Environmental Resources page 116, two <br />endangered plant species were identified that may occur in Delta County, clay Loving wild <br />buckwheat and Colorado hookless cactus. It was concluded that the distribution and/or habitat <br />is not present in the lease by application area as of the 2003 baseline vegetation report. Please <br />update this section of the permit with a discussion regarding the two plant species and if <br />their distribution may or may not occur in the new lease area. <br />2.05.4(2)(e) - Revegetation Plan <br />1. Section 2.05.4(2)(e) of the permit describes three major plant communities: Juniper Wood land, <br />Mixed Shrub and Disturbed Meadow.
