The Division has the following questions: <br />Volume III, Exhibit 5 — Drill Pad and Roads — Baseline Vegetation Survey <br />1. In section 2.2 Sample Layout, the last sentence of the first paragraph states that the sampling universe is <br />shown on maps 1 through 5. Map 1 was not included in the baseline survey package. Please submit <br />map 1 or clarify the statement. <br />2. In the Bowie 2 permit, Volume I - 2.04 Information on Environmental Resources page 116, two <br />endangered plant species were identified that may occur in Delta County, clay loving wild buckwheat <br />and Colorado hookless cactus. It was concluded that the distribution and/or habitat is not present in the <br />lease by application area as of the 2003 baseline vegetation report. Please update this section of the <br />permit with a discussion regarding the two plant species and if their distribution may or may not occur <br />in the new lease area. <br />2.05.4(2)(e) — Revegetation Plan <br />Section 2.05.4(2)(e) of the permit describes three major plant communities: Juniper Wood land, Mixed <br />Shrub and Disturbed Meadow. The Drill Pads and Roads Baseline Vegetation Survey submitted with <br />TR -101 lists three different plant communities: Mesic Mountain Shrub, Xeric Mountain Shrub and <br />Aspen. These three new plant communities need to be added to Section 2.05.4(2)(e) with a discussion <br />addressing the details in Rule 2.05.4(2)(e)(i — vii). <br />Volume III, Exhibit 5 — Phase II Bond Release Report 2014 <br />On page 2.05-76 of the permit, it states that quantitative sampling methods will be consistent with the <br />methods used in the 1995 baseline study. The methods used by Cedar Creek in the 2014 sampling are <br />similar but not consistent with the 1995 study.
