topsoil material at a designated location that is being retopsoiled, or dumps the material at a <br />designated topsoil stockpile site. Determination of topsoil stipping limit is based on a combination <br />of the location of topsoil stripping (based on soil surveys) and color differences between the topsoil <br />and overburden. <br />Bench 1 overburden is dug by the shovel and loaded into the dump trucks to be transported to the <br />backfill area. Bench 2 overburden below Bench 1 is cast blasted into the empty adjacent pit. Dozers <br />are used to push some of the blasted material into the empty pit from the blast area following a cast <br />blast. Any remaining Bench 2 above the coal is stripped and transported via shovel and dump truck <br />to the empty pit. areas. <br />From the 1998 soil survey, the Bench 1 material is differentiated from the bottom of Lift B (which <br />is the C soil horizon) by greater percentage of coarse fragments. <br />The TR -65 application adds 2.83 acres of non -prime farmland area to encompass the BB Detour <br />Road on the Slash M, LLC (Morgan) property. Since this area was not part of the DRMS permit at <br />the time of construction, no topsoil was salvaged from this area. Instead, a road base consisting <br />of Bench 1 material and gravel was placed on top of the existing ground/topsoil. <br />16.6 Stripping Frozen Topsoil <br />Frozen topsoil can be a concern during soil stripping. Therefore, topsoil will not be stripped when <br />frozen. Currently, all topsoil stripping has been completed at the New Horizon Mine. In all cases, <br />soil removal operations will be conducted in a manner to ensure compliance with Rule 4.06.2(5). <br />16.7 Stripping Saturated Topsoil <br />Saturated topsoil can be a concern during soil stripping. Therefore, topsoil will not be stripped when <br />saturated. Currently, all topsoil stripping has been completed at the New Horizon Mine. In all cases, <br />soil removal operations will be conducted in a manner to ensure compliance with Rule 4.06.2(5). <br />December 2014 (TR -65) 2.04.9-31 <br />
