May 28, 2015 C-1981-014/Southfield Mine RDZ <br />OTHER: <br />The truck tunnel was inspected to look at an oil spill, which had previously been reported by George <br />Patterson. A berm has been constructed to contain water in the tunnel, and absorbent blankets were placed in the <br />channel down gradient, on the rock checks. There was no sign (visual or smell) of pollutant loading from this area <br />into the channel. <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.032(3) <br />Drainage 4.03.1(4)/4.032(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.032(5) and (6) <br />Reclamation 4.03.1(7)/4.032(7): <br />Water bars, approximately two feet high, have been constructed on the Former Davidson Road. A piece <br />of heavy equipment was on site, but no operator was present. <br />The entrance road to the mine site and the Monarch Fan Road are functional. The riprap that replaced the "sock" <br />along the Monarch Fan Road appears to be stable, and other drainage crossings along this road exhibited no <br />problems. <br />REVEGETATION — Rule 4.15 <br />Vegetative Cover; Timing: <br />At the Monarch Fan area, Newlin Creek Topsoil Stockpile SAE, portal area, RDA, and Pond 3 no large <br />bare spots, erosion, or weed patches were seen. The RDA was inspected from the perimeter, and the western side <br />was walked. <br />At the loadout, the vegetation looks excellent overall. Some bare spots were seen, especially where Pond L1 was <br />reclaimed. This should be monitored and re -seeded as necessary. Also, where Pond L2 was reclaimed there is <br />cheat grass that should be monitored. <br />OFFSITE SUPPORT FACILIITES - Rule 4.04,4.28: <br />Gates with locks have been placed at both access points of the loadout to prevent illegal dumping. There <br />is no sign of pollutant loading from the reclaimed ponds onto adjacent lands. However, the silt fence at the east <br />side of the loadout is sagging and requires repair. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />Two topsoil stockpiles were observed and no significant problems were identified. These include the one <br />near the gravel parking lot in the facilities area and the one at the northwest corner of the RDA.
