A <br />GCC Rio Grande, Inc. <br />Page 3 <br />5/27/2015 <br />14) The narrative submitted in TR -05 describes a plan were the kiln baghouse dust would be placed <br />into the quarry and used in concurrent reclamation. However, the maps submitted in TR -05 outline <br />an area north of the plant site and rail yard which is labeled as the "fill area". Will the kiln <br />baghouse dust be used in ongoing reclamation as described in the narrative or will the kiln <br />baghouse dust be placed into the area labeled on the maps as the fill area? Please explain this <br />apparent discrepancy between the narrative and the maps submitted with TR -05. <br />15) Rule 3.1.5 requires the Applicant/Operator to sign an affidavit certifying that the material is clean <br />and inert, as defined by Rule 1.1(20). The signed affidavit submitted in TR -05 did not certify the <br />kiln baghouse dust as a clean and inert material. Please provide a signed affidavit certifying the <br />kiln baghouse dust as a clean and inert material. <br />This concludes the Division's preliminary adequacy review of TR -05. This letter shall not be construed to <br />mean that there are no other technical deficiencies in your submittal. Please remember that the decision <br />date for TR -05 is May 28, 2015. At this time, if you are unable to provide satisfactory responses to any <br />inadequacies prior to this date, it will be your responsibility to request an extension of time to allow <br />for continued review of this Technical Revision.
