Jason Musick
C-1996-038 / TR -98 AR#2-Geotechnical
27 -May -2015
7 (15) DRMS 03/11: On Page 8, two paragraphs have been added to discuss Borrow areas #1, #2 and
#3. The text describes the volume of topsoil potentially available for salvage, but no estimate of
the amount of coverfill to be obtained from the borrow areas is given. Please revise the text to
give the volume of coverfill that is expected to be gained from these areas.
DRMS 05/26: Page 8 has been revised as requested, and also to address Borrow Areas #1 and
#2 as they are now being proposed. This item has been satisfactorily addressed.
8 (16) DRMS 03/11: On Page 16 — Reclamation, the last sentence of the third paragraph appears to be
missing some text. Please revise, as appropriate.
DRMS 05/26: Page 16 was amended. This item has been satisfactorily addressed.
9 (17) DRMS 03/11: On Page 18 — Stability Analysis, the first paragraph lists only Lambert & Associates
and Buckhorn Geotech. Please add Huddleston Berry Engineering & Testing to the list of
geotechnical consultants that have contributed to Volume IX.
DRMS 05/26: Page 18 was amended as requested. This item has been satisfactorily addressed.
Map - Volume IX Figure 1
1(18) DRMS 03/11: To the northeast of the coal mine waste disposal area, there exists a "hole" in the
topographic information presented. This gap in data is in a crucial location — the site of
proposed Borrow Area #3. Analysis of aerial photos suggests that there is a fairly massive
sandstone outcrop some distance above the proposed borrow area cut slope. Without
topographic data, we are unable to confirm that the sandstone will not be undermined by the
proposed excavation. Any undermining could contribute to toppling of sandstone blocks into
the East Diversion Ditch. (An event of that type appears to have occurred naturally, in 2007,
from a point directly above the proposed Borrow Area #3.)
DRM 05/26: BRL has removed Borrow Area #3 from consideration. This item is no longer
pertinent.
2 (19) DRMS 03/11: Section E -E' is graphed eastward only to the intercept of coal mine waste with the
natural ground. Please extend the cross section eastward to reflect the natural topography for a
distance beyond the limits of the gob.
DRMS 05/26: Section E -E' has been extended to the east and west, as requested. This item has
been satisfactorily addressed.
3 (20) DRMS 03/11: Section E -E' depicts the East Diversion Ditch as being constructed on top of the
Gob surface. This practice does not conform to Rules 4.09.2(7) and 4.10.3(2), which require that
all surface drainage from the area above the coal mine waste bank be diverted. Please revise
the design for Gob Pile #2 to comply with this requirement.
DRMS 05/26: Section E -E' was revised to show the East Diversion Ditch being constructed
outside the limits of the coal mine waste bank. This item has been satisfactorily addressed.
This concludes my second adequacy review of TR -98. Please contact me with any questions you may
have.
Cc: Dan Hernandez, DRMS
