For each <br />Rule that I was assigned to review the permit against, I provide a brief narrative of my review. If <br />adequacy items were found, they are bulleted within the section to which they pertain. I have <br />worded the adequacy review items so they can be incorporated into your midterm review <br />document. Please let me know if you have questions. <br />2.05.3(4)(d) — Diversions <br />Page 13-6 of the permit indicates collection ditches and diversions associated with the refuse piles <br />area designed for 100 year, 24 hour precipitation events, all other collection ditches and diversion <br />unless otherwise noted are designed for 10 year, 24 hour precipitation events. Rip rap or other <br />types of energy dissipaters will be used to line ditches where erosion may occur. Page 13-8 <br />indicates all drainage structures have been prepared under the direction of a registered <br />professional engineer. Diversions are depicted on the post mine topography maps for the <br />following areas: South Portal, Cameo No. 1 Mine/North Portal Area, Cameo Refuse Disposal <br />Areas No. 1 and 2 and the North decline. The model results used to design the <br />diversions/drainages are located in Appendix 13-2. On each of the post mine topography maps, <br />the cross-sections for each of the diversions are depicted and it cites the appropriate Exhibit that <br />depicts the cross section of the diversion design. <br />-No adequacy items were identified for this section. <br />2.05.4(2)(b) Reclamation Cost Estimate <br />This rule requires that an application contain a detailed estimate of the cost of reclamation of the <br />proposed operations required to be covered by a performance bond with supporting calculations <br />of the estimate. Tab 14, Appendix 14-2, 14-3 and 14-4 contain estimates that appear out of date <br />but may be useful for historic information. The last reclamation cost estimate conducted at the <br />site was for PR5. Since then the applicant has requested Phase I, II and III bond release for <br />specific areas with the SL8 bond release application.
