Compliance With Mine Plan <br />N - Support Facilities Not On-site <br />N - Other <br />N - Special Categories Of Mining <br />N - Processing Waste <br />N - Topsoil <br />COMMENTS <br />This was a partial inspection of the Roadside Portals Mine conducted by Brock Bowles of the Colorado Division <br />of Reclamation, Mining and Safety. Tonya Hammond of Snowcap Coal Company (SCC) was not present for the <br />inspection. Ms. Hammond was contacted the morning of the inspection but was unable to attend. The weather <br />conditions were sunny with scattered clouds and was approximately 60 F. The ground conditions were damp and <br />muddy in some areas. Mr. Stover of Stover and Associates informed me that Grand Junction and the surrounding <br />areas had heavy rains the previous evening. <br />HYDROLOGIC BALANCE - Rule 4.05 Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br />4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring <br />4.05.13; Surface Water Monitoring 4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, <br />4.05.9; Stream Buffer Zones 4.05.18: <br />The soil around the south portal area was damp but was consistent with other soils in the area. There was <br />no evidence of overland water flow coming from the portal area and the ditch below the portal was also damp, <br />consistent with the other soils in the area. <br />The clean water diversion ditch above the south portal did not contain water and appeared to be stable. <br />Water was flowing in the ditch to the Carey Pond (photo 1). The Carey Pond contained water (photo 2). The <br />water was blocked from entering the North ditch along the Carey/Fontanari property line (photo 3). The North <br />ditch did not contain water and was full of tumble weeds. There were baby rabbits running in the bottom of the <br />ditch. <br />The D -DI ditch and culvert were in good condition (photo 4). The 6 culverts in Coal Creek were good. The east <br />and west drainage ditches and culverts from the CRDA 2 pile were in good condition (photo 5).
