Danny Kipp with CEC was present during the inspection. The weather was cloudy and <br />approximately 40 F. The area had received approximately 5.5 inches of rain to date during the month of May. <br />AIR RESOURCE PROTECTION — Rule 4.17: <br />Roads were wet and not creating dust. Backfilled ash was wet, not creating dust and will be covered once <br />the area dries out enough to allow work. <br />AVAILABILITY OF RECORDS — Rule 5.02.4(1): <br />Records were checked at the on-site office. Details are provided at the end of this report. <br />BACKFILL and GRADING — Rule 4.14 <br />Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br />Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br />Four loads of ash had been delivered to B -Pit before the inspection began (Photo 1). The pit and long term <br />spoil areas appeared stable. There was approximately 3ft of water present in B -pit. The east side of pit where ash <br />has been filled was too muddy for trucks to access so the pit is currently being back filled from the west side. <br />Once the area dries out the currently exposed ash on the east side of the pit will be covered. Regrade progress is <br />currently in Area 32. <br />FISH and WILDLIFE — Rule 4.18: <br />Nesting owls were observed near Sediment Pond 2 and at the Northwest corner of the permit area. <br />Number of Partial Inspection this Fiscal Year: 7 <br />Number of Complete Inspections this Fiscal Year: 4 <br />Page 2 of 5 <br />
