May 6, 2015 C-1981-008/New Horizon Mine BFB <br />Pond 9 did not contain water. The inlet structures were free and clear of obstructions. <br />Pond 11 contained water but was not discharging. Rodent holes were noted in the NE corner of the pond <br />embankment. The holes were being repaired during the inspection. The rodent holes have been noted and <br />repaired several times before. <br />The pond 13 emergency spillway was free and clear of obstructions. The pond contained water but was not <br />discharging. The trench drain was discharging. The flume was re -set and is now level (photo 5). <br />The inlet of Pond 13 contains a large patch of cattails and built-up sediment and appears to take up a lot of the <br />pond's holding capacity. The 2015 annual impoundment inspection for pond 13 indicates that the pond has the <br />capacity to hold a 10 -yr 24 -hr event and has an extra 1.5 ac -ft of capacity. <br />Pond 15 did not contain water. <br />ROADS — Rule 4.03 Construction 4.03.1(3)/4.03.2(3) Drainage 4.03.1(4)/4.03.2(4) Surfacing and Maintenance <br />4.03.1(5) and (6)/4.03.2(5) and (6) Reclamation 4.03.1(7)/4.03.2(7): <br />Work had begun removing the bench 1 material from the BB27 Detour Road on the Morgan property. <br />The ground conditions were very wet and work was not being done during the inspection. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />Large patches of thistles were noted on the east and north side of Pond 7. There were also some tamarisk <br />trees that need to be treated. <br />The planted vegetation on the recently reclaimed NE haul road had begun to sprout (photo 6). <br />An electric fence was installed around the new dryland pasture reference area (photo 7). <br />REVEGETATION — Rule 4.15 Vegetative Cover; Timing: <br />The Morgan topsoil piles had been seeded. The topsoil stock pile by Pond 13 was seeded. <br />SIGNS AND MARKERS — Rule 4.02: <br />The permit boundary signs along ditch C-18 were good except the one west of the Staats property access <br />is rusting and needs to be updated (photo 8). <br />The permit boundary signs by Ponds 7, 8, 9, 11, 13, 15 and along the BB Road (east) were in good condition. <br />The mine entrance signs were in place at the facilities area, along W. 5th Ave, by Pond 8 and Pond 9. Several <br />signs were noted as having the permit number listed as C-81-008.
