Chris Gilbreath
Page 6
20 May 2015
19. Map 41A shows that the Taylor Tributary Ditch appears to run through the fill and over the
face of the West Taylor Fill. Pursuant to Rule 4.09.2(7), all "... surface water runoff from the
runoff area above the fill shall be diverted away from the fill... ". Please review the location
of the Taylor Tributary Ditch and revise its location as necessary to comply with Rule
4.09.2(7).
20. Map 41 S shows that the West Taylor East Tributary Ditch begins in the reclaimed South
Taylor Pit at approximately station 76+00. The start of this ditch allows for approximately
2,000 feet of uncontained sheet flow over the reclamation prior to entering the ditch. Please
review the starting point for the West Taylor East Tributary Ditch in the South Taylor
Pit and consider extending this ditch to the capture the uncontained sheet flow.
Rule 4.09 — Disposal of Excess Spoil
21. Maps 23A, 41A and 45 show changes to the footprints of the West Taylor and East Taylor
Fills. Cross-sections A -A' through D -D' on Map 20B also shows changes to the location and
elevations of the West Taylor and East Taylor Fills. There was no information submitted
with Technical Revision 105 that discusses these changes and no geotechnical stability
reports that verify these changes are acceptable. Please review the changes made to the
footprints and elevations of the West Taylor and East Taylor Fills and provide all of the
necessary information for the Division to review these changes. This information
includes geotechnical reports and updated permit text (including the volumetrics shown
on South Taylor/Lower Wilson — Rule 4, Page 14).
This concludes the Division's preliminary adequacy review letter for the Colowyo Mine's Technical
Revision 105.
