Based on the proposed page 2.05.3(3)-1-85 and approved pages 2.05.3(3)-1-87 and 88, WFC is <br />proposing to utilize straw wattles to maintain compliance with Rules 4.05.2 and 4.05.5. In <br />order for the Division to determine if the use of straw wattles will be in compliance as <br />appropriate sediment control measures, additional information must be provided. The approved <br />and proposed information presented on the referenced pages does not state the size of the <br />wattles to be used to control sediment and runoff from the Morgan property. In addition, the <br />specifications and properties regarding the straw wattles ability to control soil loss based on a <br />10 year -24 hour storm event was not included. Please provide a sedimentology demonstration <br />that represents the amount of soil loss predicted from the disturbance area. Please also provide <br />testing specifications and properties to include; size, minimum sediment yield value, and <br />installed freeboard height for the straw wattles to be used to prevent soil loss based on the <br />model to include size of wattles. <br />2.05.4 — Backfill and Grading <br />1. The revised Map 2.05.4-4 Postmining Topsoil Replacement has different post -mining topography on <br />the WFC (Johnson) and WFC (Lloyd) properties than the currently approved map. So that we may <br />expedite the approval of TR65, please change the topography in this area back to the currently approved <br />layout. If WFC wishes to change the PMT of this area, please submit the changes for review in another <br />technical revision. <br />2. The revised Map 2.05.4-5 Postmining Vegetation/Land Use Map has different post -mining topography <br />on the WFC (Johnson) and WFC (Lloyd) properties than the currently approved map. So that we may <br />expedite the approval of TR65, please change the topography in this area back to the currently approved <br />layout. If WFC wishes to change the PMT of this area, please submit the changes for review in another <br />technical revision. <br />3. Map 2.05.4-6 Morgan Property Topsoil Replacement Plan was not submitted for revision to include the <br />revisions proposed in TR -65. Please update the map with the proposed revisions and submit for review. <br />4. The text at the bottom of revised page 2.05.4(2)(d)-21 is not consistent with the text on the top of <br />current page 2.05.4(2)(d)-22. Please revise so the discussion is consistent from page 2.05.4(2)(d)-21 <br />onto page 2.05.4(2)(d)-22. <br />5. According to Map 2.05.4-9 Topsoil Stockpile Map, the volumes of the stockpiles C, D, E and H by the <br />facilities area have increased and the volumes of stock piles B, F and G have decreased. As of the date <br />of the map, Dec 2014, soil was being removed from stockpiles C, D, E and H and no soil had been <br />removed from B, F and G. Please explain why the volumes on have changed. <br />
