Permit # M-1983-067
On behalf of my client Albert Frei & Sons, Inc. I am
submitting this correspondence to update and keep you appraised of
what Albert Frei & Sons, Inc., is doing to investigate and
mitigation the ground water issues to the east of the Stagecoach
Pit. In October 2014 Albert Frei & Sons, Inc. proposed a plan in
response to the Divisions September 2014 inspection to collect
monthly data from the 6 monitoring wells closest to the mine to try
to establish a pattern of groundwater fluctuations after installing
items they we thought would reduce the impacts to groundwater
elevation around the mine.
I have included a life of the mine groundwater monitor data
table that starts in 2001 when Lafarge was the operator to the last
reading on April 15, 2015. The blank spots are where data was not
collected prior to August 2009 when Frei became the mine operator.
We did two projects that we believe have had an impact on
reducing the groundwater level in the system. The first was to add
an extension and meter to the end of the Drain Pipe from the Zigan
Lake to the river. The data collected is shown in Table 2. This
allow the water in the lake to have a clear path back to the river.
The extension was install in September 2014 and at that time we
estimated the lake level was 9 inches above the inlet grate. By
March 10, 2015 the lake level has dropped to 25 inches below the
grate for a total change of 34.0 inches (see photo). On March 26,
2015 the grate elevation was established by Gillian Land Consultant
(surveyor) and the lake level was surveyed at 5013.53 or 25.50
inches below the top of the grate. The Zigan pipeline has carried
