(Tri-State) is submitting the enclosed <br />"Application Form for a Revision to a Coal Mining and Reclamation Permit" for a minor revision <br />application on behalf of the Western Fuels -Colorado, A Limited Liability Company (Western Fuels - <br />Colorado) New Horizon North Mine. Tri-State is the parent company of Western Fuels -Colorado. The <br />New Horizon North Mine operates under Colorado Division of Reclamation, Mining and Safety <br />(CDRMS) Permit No. C-2010-089. <br />This minor revision application for the New Horizon North Mine (NHN) is being submitted to <br />update Section 3.02 of the permit application package (PAP) as it pertains to the reclamation cost estimate <br />(RCE). The Division, as part of the midterm process, evaluated the current RCE for NHN and determined <br />that the liability for NHN has increased since the original RCE was calculated. MR -13 will update the <br />PAP with the most current RCE and document the overall bond liability for NHN. Tri-State is currently <br />working with the Division to increase Self -Bond SB -009, and will ensure the NHN is adequately bonded <br />in compliance with the rules. <br />Enclosed please find three (3) copies of the revised materials, a revision application, and a change <br />of index sheet to ease incorporation of MR -13 into the permit document.
