Welt <br />Environmental Engineer III <br />kwelt@archcoal.com <br />phone: 970.929.2238 <br />Re: Mountain Coal Company, LLC, West Elk Mine; Permit No. C -1980 -407; <br />Technical Revision No. TR -137, B Seam Loncgwall Panels Initial Development <br />Dear Mr. Stark: <br />Mountain Coal Company, LLC (MCC) submits the attached application form, proposed <br />public notice, permit page changes and revised map 52 in application of Technical <br />Revision No. TR -137 to conduct initial development mining activities in the B Seam to <br />support future B Seam longwall mining beneath E Seam longwall panels LWE1 — <br />LWE5. MCC could not mine these projected longwall panels in the B Seam earlier <br />without rendering the E seam above them potentially unminable. <br />Development of rock slopes from within the E Seam mine to the B seam will begin by <br />the end of the year. B seam main entries, submain entries, gateroads and ventilation <br />entries to a ventilation shaft between the B and E seams will be developed thereafter. <br />This development is contained entirely within the current lease and permit areas and no <br />surface impacts from this mining are projected. <br />Please contact me at (970) 929 -2238 or by e -mail should you have questions regarding <br />this submittal. <br />Sincerely, <br />Kat een G.
