II. BEST MANAGEMENT PRACTICES <br />Erosion & Sediment Controls <br />Construction BMP=s: <br />Erosion Control <br />Permanent or temporary erosion control measures shall be <br />taken on all disturbed areas as soon as possible, but no later <br />than 30 days after final grade is achieved on any portion of <br />the site. Soil stabilization techniques shall be applied to <br />all areas that will remain dormant for more than 30 days, and <br />have been disturbed but not yet at final grade. Temporary <br />revegetation is required on all disturbed areas, including <br />soil stockpiles, with a period of exposure of between 1 and <br />2 years, prior to final stabilization. Temporary vegetation <br />will include an annual grass planted according to an <br />appropriate seeding schedule. Permanent revegetation is <br />required on all disturbed areas that are not planned for final <br />stabilization within 2 years. Permanent vegetation will <br />include a perennial grass planted according to an appropriate <br />seeding schedule. <br />The practice of Surface Roughening (SR), or contour <br />furrowing is used on all slopes that are at final grade and <br />ready for reclamation efforts. Surface roughening <br />effectively reduces overland runoff velocity, increases <br />infiltration and facilitates sediment deposition on the <br />slope. <br />Mulching (MU) is implemented on all disturbed areas that <br />are at final grade and ready for reclamation efforts. <br />Mulching effectively protects from raindrop impact and can <br />reduce the velocity of overland runoff. In combination with <br />seeding, mulching will improve revegetation efforts by <br />increasing available moisture and keeping the prepared <br />seedbed in place. Mulch shall be applied at a minimum rate <br />of 2 tons per acre. All mulch must be anchored either by <br />mechanically crimping, using tackifiers or nets. Hay is the <br />preferred mulching on gradients less than 3:1, with the <br />majority having a minimum length of 10 inches. <br />Construction BMP=s: <br />Sediment Control <br />Although the previously discussed erosion control <br />measures implemented on the mining site will prevent <br />significant erosion during and after mining activity, <br />sediment control measures are required to be installed prior <br />to the start, and during land disturbing activities. <br />
