MMM has proposed to build an augmentation structure near the Rural Ditch headgate or <br />the waste way from the Smith It Emmons Ditch which would allow MMM to send water <br />delivered to the Smith Et Emmons Ditch directly back to Boulder Creek. Once either the <br />augmentation structure or water way have been constructed, MMM will take the pro -rata river <br />headgate delivery of the two Rural Ditch shares at the Rural Ditch headgate and bypass the <br />required return flows and MMM's consumptive use credits through the proposed augmentation <br />structure or through the proposed waste way. These two proposed options would allow for the <br />quantification of Rural Ditch credits or return flow requirements delivered directly back to <br />the river instead of being delivered to Heaton Reservoir and then pumped out of the <br />reservoir. Prior to bypassing Rural Ditch water the Applicant must construct and obtain <br />approval from the water commissioner to use the proposed augmentation station(s). In <br />addition, such augmentation station must comply with the attached Division 1 <br />Augmentation Station Criteria protocol. <br />Until the Rural Ditch augmentation structure and/or the Smith It Emmons Ditch waste <br />way are built, MMM plans to take the full farm headgate deliveries into Heaton Reservoir and <br />pump all return flow obligations and replacements to the river out of the reservoir using the <br />currently installed pumping equipment. Therefore, the Rural Ditch shares will be delivered to <br />Heaton Reservoir during the 2014 and 2015 irrigation seasons and will result in return flow <br />obligations during this SWSP. The deliveries shall not exceed the average monthly values <br />shown in the table above. The above table also provides the depletion and return flow factors <br />attributable to the two shares. No Rural Ditch water has yet delivered to Heaton Reservoir <br />during the 2014 irrigation season but it is expected that deliveries of MMM's allocation will be <br />made between August and October 2014. Heaton Reservoir was filled under free -river <br />conditions on September 12, 2013 to a full storage volume of 679.97 acre-feet. The Applicant <br />must provide to the water commissioner a new stage capacity table for the Heaton Reservoir <br />to confirm the storage volume is accurate.
