ADMINISTRATION PROTOCOL Augmentation Station Criteria Division One — South Platte River The following protocol addresses the minimum standards required for notification and operation of an Augmentation Station to ensure proper and accurate crediting of replacement waters. For the purposes of this protocol, an Augmentation Station is defined as any structure used to deliver changed ditch shares or bypasses of fully consumable waters back to a live stream for the purpose of providing replacement water for a Plan of Augmentation or Change Decree. 1. The Division Engineer, upon receiving a decree from the Water Court or an approved substitute water supply plan from the Office of the State Engineer, will assign the structure a WDID number. The WDID number is the identifier that will be used for the administration of the structure and MUST be included in all correspondence and accounting reports. For structures that were included in a decreed plan of augmentation but were not constructed at the time of the entry of the decree; a written notification of the intent to construct an Augmentation Station MUST be provided to the Water Commissioner and Division Engineer. 2. The written notification of the intent to construct an Augmentation Station must be provided to the Water Commissioner and Division Engineer by the owner for each station prior to use. The Division of Water Resources will not acknowledge any activity conducted without the prior knowledge and approval of the Water Commissioner. The written notification shall include: a. Structure Name b. WDID (if applicable) c. Type and size of measuring structure d. Rating table for the measuring structure reporting the Stage in tenths of a foot and Discharge in cubic feet per second (cfs) e. Water Court Case No. or Associated Plan to receive credits f. A map showing the location of the structure g. Contact Information for responsible parties should problems be encountered with the structure's operation or performance 3. All deliveries made through an Augmentation Station MUST be measured and recorded accurately. The Water Commissioner MUST inspect and approve the use of the Augmentation Station BEFORE any credit will be given for waters delivered. a. Continuous recorder shall be installed to record flows delivered through the Augmentation Station. Use of a digital recording device shall comply with the Data Logger Protocol. b. The installation and upkeep of the measurement structure as well as the channel approach and departure conditions are critical to the overall Aug Station Protocol Effective May 12, 2011
