ADMINISTRATION PROTOCOL <br />Augmentation Station Criteria <br />Division One — South Platte River <br />The following protocol addresses the minimum standards required for notification and <br />operation of an Augmentation Station to ensure proper and accurate crediting of <br />replacement waters. For the purposes of this protocol, an Augmentation Station is <br />defined as any structure used to deliver changed ditch shares or bypasses of fully <br />consumable waters back to a live stream for the purpose of providing replacement water <br />for a Plan of Augmentation or Change Decree. <br />1. The Division Engineer, upon receiving a decree from the Water Court or an <br />approved substitute water supply plan from the Office of the State Engineer, will <br />assign the structure a WDID number. The WDID number is the identifier that will <br />be used for the administration of the structure and MUST be included in all <br />correspondence and accounting reports. For structures that were included in a <br />decreed plan of augmentation but were not constructed at the time of the entry of <br />the decree; a written notification of the intent to construct an Augmentation <br />Station MUST be provided to the Water Commissioner and Division Engineer. <br />2. The written notification of the intent to construct an Augmentation Station must <br />be provided to the Water Commissioner and Division Engineer by the owner for <br />each station prior to use. The Division of Water Resources will not acknowledge <br />any activity conducted without the prior knowledge and approval of the Water <br />Commissioner. The written notification shall include: <br />a. Structure Name <br />b. WDID (if applicable) <br />c. Type and size of measuring structure <br />d. Rating table for the measuring structure reporting the Stage in <br />tenths of a foot and Discharge in cubic feet per second (cfs) <br />e. Water Court Case No. or Associated Plan to receive credits <br />f. A map showing the location of the structure <br />g. Contact Information for responsible parties should problems be <br />encountered with the structure's operation or performance <br />3. All deliveries made through an Augmentation Station MUST be measured and <br />recorded accurately. The Water Commissioner MUST inspect and approve the <br />use of the Augmentation Station BEFORE any credit will be given for waters <br />delivered. <br />a. Continuous recorder shall be installed to record flows delivered through <br />the Augmentation Station. Use of a digital recording device shall comply <br />with the Data Logger Protocol. <br />b. The installation and upkeep of the measurement structure as well as the <br />channel approach and departure conditions are critical to the overall <br />Aug Station Protocol <br />Effective May 12, 2011 <br />
