Hickenlooper
Governor
Mike King
Executive Director
Dick Wolfe, P.E.
Director /State Engineer
RECEIVED
/MAY U 12015
-TV: DIVISION OF RECLAMATION,
MINING AND SAFETY
We have reviewed your letter dated February 13, 2015 and updated letter of April 1, 2015 in
which you request renewal of the above referenced substitute water supply plan ( "SWSP ") on behalf of
Connell Resources, Inc. ( "Applicant ") in accordance with 5 37 -90- 137(11), C.R.S. to cover depletions
caused by gravel mining operations at the SerFer Pit (DRMS Permit No. M- 2008 -006). The required
renewal fee of $257 has been submitted (receipt no. 3668458). The original SWSP was approved on July
2, 2008 for operations beginning August 1, 2008, and was most recently renewed on April 21, 2014 for
operations through March 31, 2015.
SWSP Operations
This SWSP seeks to replace depletions resulting from mining operations at the SerFer Pit.
Mining operations at the SerFer Pit began in January 2011 and ended in 2014, with reclamation of the
pit beginning in late 2014 and continuing into early 2015. Construction of an impermeable clay liner
at the site is complete and a 90 -day leak test of the liner began on February 9, 2015. The Applicant
plans to start de- watering inside the lined area as part of the leak test on April 6, 2015 and intends
to keep the site in a dewatered state for the duration of the leak test. As part of the lining of the
pit, the dewatering sump was filled in and the settling ponds between the sump and the Poudre River
will be filled in prior to April 1, 2015. Therefore, it is anticipated that there will be no exposed
ground water remaining at the site after April 2015. Depletions wilt consist of evaporative and
operational depletions occurring during this plan period, and lagged depletions due to past mining
and the cessation of dewatering operations at the site. The proposed replacement source is excess
credits resulting from a recharge project at the Timnath- Connell Pit (M- 1999 -050, WDID 0303018).
Depletions
Depletions at the SerFer Pit will consist of evaporation of exposed ground water, water
removed in the mined product, and water used for dust control purposes during this plan period, and
lagged depletions due to past mining and dewatering operations at the site.
Currently there are approximately 7.0 acres of ground water exposed at the site within the
lined area. After dewatering begins on April 6, the amount of exposed ground water will gradually
decline to zero. For the purposes of this SWSP, you have assumed that 7.0 acres will be exposed for
Office of the State Engineer
1313 Sherman Street, Suite 818 • Denver, CO 80203 • Phone: 303 - 866 -3581 • Fax: 303 - 866 -3589
www.water.state.co.us
