Foidel Creek Mine; C- 1982 -056 <br />Permit Revision PR10, Adequacy Review No. 2 <br />Dear Mr. Nettleton <br />The Colorado Division of Reclamation, Mining and Safety (Division) has reviewed the supplemental <br />information submitted by Twentymile Coal, LLC (TC) with a cover letter dated March 19, 2015 and <br />received by the Division on March 23, 2015. The Division sent an adequacy review letter of the original <br />PR10 submittal on April 3, 2015. The adequacy review items identified in the Division's April 3, 2015 <br />letter are still valid and will need to be addresses. However, based on TC's March 23, 2015 submittal, <br />several additional adequacy review items have been identified and are discussed below. Some items may <br />correlate to the items identified in the Division's first adequacy review letter. <br />Revised Map 23 submitted on March 23, 2015 does not depict the affected area boundary. Rule <br />2.05.6(6)(e)(i)(E)(III) &(IV) requires that a map be submitted that depicts the areal extent of an <br />area determined by the angle -of -draw and of predicted subsidence related phenomena within the <br />permit and adjacent area. Please revise Map 23 to depict the affected area boundary. <br />2. Revised Map 23 does not depict the sequence and timing of the mine plan. The currently <br />submitted revised Map 23 for PR10, color codes the specific mine areas based on the year the <br />areas will be mined and the estimated date of mining is included. Please revise Map 23 to depict <br />the sequence of mining. <br />3. Please revise Map 23 to depict the mine pool. <br />4. Revised Map 23 does not depict panels 12RT to 14RT and panels IRT to 4RT which is <br />references in the text, specifically Exhibit 7K. It may be helpful to depict these panels on Map 23 <br />but indicate or depict on the map that mining is not currently planned for this area with PR10. <br />5. Page 181.12, indicates the PR10 mine plan is for mining the 5RT to 9RT panels, updated Map 23 <br />shows mining in the 5RT to 9RT panels and the I IRT panel. Map 23 needs to be update to show <br />the sequence of mining to match the text. If TC intends to mine in the I IRT panel, the permit <br />text needs to be updated to indicate this; also the mining sequence depicted on Map 23 needs to <br />include the sequencing of mining this panel.
