is determined on an event -by -event basis by evaluating the potential pathways and hazards created <br />by the accident, spill, or leak. <br />The potential for spills of fuels, oils, or coolants to migrate from the point of occurrence is minimal. <br />Spills or leaks associated with these types of materials is generally quickly absorbed and contained <br />in exposed soils. Additionally, the water treatment fuel tank area is lined with a synthetic <br />membrane. If a spill of these materials occurs such that the potential of material transfer by surface <br />water migration is present, absorbent booms or pads are placed at the point of occurrence or any <br />potential point of entry to a surface water source. Surface water monitoring is implemented <br />immediately downstream from any points where the spilled or leaked material may enter a surface <br />water body. Absorbent booms or pads are available at the water treatment facility. <br />The potential for water treatment reagents or tailing disposal area supernatant/leak - detection water <br />migrating from the point of occurrence is also minimal. 'All water treatment reagents (with the <br />exception of lime, hydrochloric acid, 'and soda ash) are stored and used in the water treatment <br />facility building. All tailing disposal fluids are contained in lined zero - discharge designed <br />facilities. Each of these facilities is designed for the collection and containment of all spills and <br />leaks. <br />Spill monitoring equipment is maintained and available on -site. Soil along the spill pathway are <br />monitored and decontaminated or removed as necessary. If there is a potential for the spill or leak <br />to migrate off -site, samples are obtained immediately from all downgradient existing surface water <br />and ground water stations and any additional water monitoring points deemed appropriate to <br />monitor the potential pathways of spill or leak flows.
