(GCC's) owns and operates Pueblo cement plant and associated on -site limestone quarry <br />operations. GCC has prepared the enclosed Technical Revision (TR) request for revisions to the Mining Permit <br />for its Limestone mine located at its Pueblo Plant. The TR request has been developed for the Colorado Division <br />of Reclamation Mining and Safety (DRMS)'s review and approval. With this request, GCC proposes to reclaim a <br />portion of the kiln feed material from the main kiln baghouse at the plant and beneficially re -use it in our quarry <br />area for reclamation backfill purposes. Specifically, this TR request is prepared to revise the Construction <br />Material Reclamation Application submitted in 2002 associated with mining Permit No. M- 2002 -004 in <br />accordance with DRMS Mineral Materials Rules and Regulations for the Extraction of Construction Materials. <br />Per discussions with DRMS, GCC performed Toxicity Characteristic Leaching Procedure (TCLP) tests on the kiln <br />feed material. TCLP test results demonstrated kiln feed material from the main kiln baghouse exhibits <br />properties that are comparable to inert raw material currently used in quarry for reclamation backfill purposes. <br />With this request, GCC is submitting a TR Cover Sheet along with the supporting information, which describes <br />how this proposal to use kiln feed material from the main kiln baghouse in quarry area for reclamation purposes <br />addresses the requirements of Section 3.1.5, Paragraph 9 of Rule 3 (Reclamation Measures - Materials Handling). <br />Additionally, enclosed is a signed affidavit and TCLP analyses. <br />For the filing of this TR for review by DRMS, GCC has provided remittance in the form of a check in the amount of <br />$216.00, which has been enclosed, as the TR review fee. <br />If you have any questions regarding the contents of this TR, please feel free to contact me at (303) 739 -5910. <br />Sincerely, 1 LI�L_ <br />Doug Roark <br />Vice President, Energy and Environment <br />GCC <br />Cc: Gina Nance, Plant Manager, GCC. <br />
