PERMIT #: M- 1986 -085
INSPECTOR'S INITIALS: ECS
INSPECTION DATE: April 23, 2015
OBSERVATIONS
This was a routine monitoring inspection conducted by Eric Scott of DRMS of the Loukonen Bros. Stone —
Weaver Quarry site. This quarry is adjacent to and contiguous with the Starks Quarry (M- 2001 -114) which is
another 110c sandstone /flagstone quarry owned and operated by Loukonen Brothers Stone. The boundary
between these two permits runs through the center of the mining area and for all intents and purposes this
could be viewed as a single site.
DRMS representative Eric Scott met with Loukonen Brothers representative Michael Loukonen at the site at
approximately 1100. The site is located off the north side of Larimer County Road 27 as the road bends east to
enter Masonville. The required signs were present at the site entrance but some of the outer boundaries of
the operation were not marked. This has been noted as a problem on the first page of the report, and a
corrective action due date of May 29 2015 has been set to replace the missing markers and provide DRMS
with evidence that this has been done.
It was apparent during the inspection that the two adjacent 110c sites were being mined and operated as a
single entity, which could result in possible permitting violations. DRMS would be willing to meet with the
operator to attempt to resolve these issues through a permit amendment or other appropriate permitting
mechanism. A good first step would be to re- establish all boundaries so that it is clearly identifiable where all
permit boundaries are located. DRMS strongly suggests that the permittee consider the conversion of one of
the two existing 110c permits to a 112c that incorporates the entire operation.
This site was operating at the time of the visit, and appeared to be in compliance with the approved mining
plan at the time of the inspection. All disturbances were within the permitted area. The only other issue
noted (other than the missing boundary markers) is the presence of several old appliances and some other
random trash that should be removed from the permit area. This concluded the inspection and DRMS left the
site at approximately 1200.
Inspection Contact Address
Michael Loukonen
Loukonen Bros.
