• o Silt content of refuse does not exceed 1.OX <br />o Watering is used as necessary in loading and loadout points for <br />topsoil and refuse <br />o If a fugitive dust problems develop during coal loading, coal <br />may be wetted just prior to loading. <br />4.17.3 ADDITIONAL MEASURES <br />No additional fugitive dust control measures are required at the <br />Southfield Mine under either federal or State air quality laws. <br />4.17.4 MONITORING <br />As discussed in Section 2.05.6, Mitigation of Surface Coal Mining <br />Operation Impacts, EFCI's existing air emission permits do not specify an <br />air quality monitoring program due to Southfield's limited production <br />levels, the absence of significant pollution sources in the immediate <br />area, and the significant percentage of surface moisture in coal and <br />refuse materials which limits potential dust emissions. EFCI does not <br />currently and does not in the future plan to implement an air quality <br />monitoring program. <br /> <br />4.17-2 <br />
