4.17 AIR RESOURCES PROTECTION <br /> The Southfield Mine is in reclamation only status since operations permanently ceased <br /> in 2000. EFCI commenced reclamation activities at the mine site in 2001, demolishing <br /> surface facilities and sealing mine openings. By 2001, backfilling, regrading, and <br /> topsoil replacement was completed according to plans approved by the DRMS. All air <br /> emission permits for the mine site are no longer required and have been terminated. <br /> The coal loadout site located near Florence, Colorado, was similarly reclaimed in 1997, <br /> including permanent seeding completed during the same year. All air emission permits <br /> for the loadout site are no longer required and have been terminated. <br /> 4.17.1 FUGITIVE DUST <br /> EFCI currently holds eight (8) air emissions permits from the Colorado Department of <br /> Health, Air Pollution Control Division, with six (6) of these permits covering the mine <br /> and the remaining two (2) permits covering the loadout area. These permits are <br /> presented in this application in Exhibit 41 Other Permits. <br /> Specific measures designed to effectively control fugitive dust emissions are an <br /> integral part of EFCI's mining and reclamation plans. <br /> Detailed discussions of control measures implemented by EFCI to minimize fugitive <br /> dust emissions are contained in Section 2.05.6, Mitigation of Surface Coal Mining <br /> Operation Impacts and the following sections. <br /> 4.17.2 CONTROL MEASURES <br /> EFCI currently and will continue to utilize fugitive dust control measures to ensure <br /> compliance with Federal and State air quality standards as outlined in the above <br /> referenced section. Specific control measures include the following: <br /> o All conveyors are fully or partially covered <br /> o All transfer points are enclosed <br /> o Coal preparation involves wet processing and is conducted within <br /> the closed preparation plant building <br /> 4.17-1 <br /> Revised 5/14/14 RN-06 <br />
