March 24, 2015 C- 1981- 008/New Horizon Mine BFB <br />Vegetative Cover; Timing: <br />The side -roll irrigation systems were being installed on the Morgan property. Both of the pivot irrigation <br />systems were in operation on the Morgan property. <br />Just east of the former culvert 110 drainage, there is an area next to the reclaimed haul road that is covered with <br />—1" rock (photo 10). The rock could hinder the reclamation success of the area. <br />SIGNS AND MARKERS — Rule 4.02: <br />The disturbance boundary markers were in place along ditch C9 (photo 3). <br />The permit boundary sign south of topsoil pile G needed to be re- attached to the fence. The sign was repaired <br />during the inspection. <br />TOPSOIL — Rule 4.06 <br />Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution 4.06.4: <br />The west side of topsoil pile 4 had to be moved to accommodate the installation of the trench drain to <br />Pond 13. The soil was pushed up on top and to the eastern side of the pile.
