4.14 BACKFILLING AND GRADING <br />The Southfield Mine is in reclamation only status since operations permanently ceased <br />in 2000. EFCI commenced reclamation activities at the mine site in 2001, demolishing <br />surface facilities and sealing mine openings. By 2001, backfilling, regrading, and <br />topsoil replacement was completed on all areas of the mine site according to plans <br />approved by the DRMS. <br />The coal loadout site located near Florence, Colorado, was similarly reclaimed in 1997, <br />including permanent seeding completed during the same year. <br />4.14.1 GENERAL REOUIREMENTS <br />EFCI will backfill and grade all areas disturbed incident to underground mining and <br />loadout activities in accordance with the time schedule presented and discussed in <br />Section 2.05.4, Reclamation Plan. The reclamation plan presents detailed descriptions <br />of the specific reclamation activities to be completed in order to restore disturbed <br />areas to productive post- mining uses. <br />4.14.2 GENERAL GRADING REQUIREMENTS <br />After removal of all mine structures and facilities and sealing of mine openings are <br />complete, mine disturbance areas will be backfilled and regraded to meet several <br />objectives; <br />o Cover any coal seams or demolition debris with a minimum of four <br />(4) feet of suitable material <br />o Eliminate highwalls <br />o Establish a post- mining configuration which complies with <br />regulatory requirements for long term stability and blends with <br />surrounding undisturbed and reclaimed areas <br />o Reestablish drainage patterns similar to those which existed in <br />the pre- mining environment <br />The post- mining topography developed by EFCI meets these objectives, minimizing <br />additional disturbance and maintaining minimal gradients consistent with surrounding <br />4.14 -1 <br />Revised 5/14/14 RN -06 <br />
