4.08 USE OF EXPLOSIVES <br /> The mine permanently closed in 2000, and is sealed; no further blasting activities will <br /> occur at the site. <br /> EFCI conducts occasional limited underground blasting activities to fragment resistant <br /> rock partings, produce lump coal, and as necessary during construction of overcasts <br /> and ramps in rock materials. No surface blasting is utilized or planned. Therefore, the <br /> regulatory requirements under this section are not applicable. However, storage and <br /> handling of explosives, and any underground blasting which may be required, are <br /> conducted under the supervision of a qualified individual in compliance with applicable <br /> Department of Alcohol, Tobacco and Firearms, and MSHA requirements <br /> 4.08-1 <br /> Revised 5/14/14 RN-06 <br />
