Coal preparation activities,involving wet processing, result in increases in <br />• TSS, TDS and concentrations of certain chemical constituents in the process <br />water stream. EFCI pumps the contaminated process water stream to Water <br />Treatment and Recycle Pond No. 2. Suspended sediment is allowed to settle <br />out during retention and clarified water is decanted from the pond surface <br />and returned to the process water circuit. <br />EFCI's clean water system is set up such that water form Freshwater Pond No. 3 <br />can be routed either to water treatment and recycle Pond No. 2 for <br />consumptive use in the mine and preparation plant facility or can be diverted <br />directly to discharge point 003 located on the Magpie Creek diversion. While <br />water chemistry and the concentration of specific components in the water <br />transferred from the Corley Well vary somewhat form normal surface flows, <br />none of the components exceed effluent limitations under EFCI's existing <br />NPDES permits. In addition, any changes in surface water quality resulting <br />from mixing with Corley Well flows are anticipated to be minimal. Any water <br />from the Freshwater Pond No. 3 routed to Water Treatment and Recycle Pond No. 2 <br />is utilized in the closed process water circuit as make-up water to replace <br />Aevaporative losses from Pond No. 2 and additional moisture contained in coal <br />and refuse material outputs. <br />Coal storage and handling operations have the potential to affect surface <br />water quality through direct runoff and leaching of stockpiled coal <br />materials. Runoff from coal stockpile areas may exhibit increased TSS, TDS, <br />and elevated concentrations of mineral components. These potential impacts <br />are effectively mitigated by the configuration of stockpile areas which <br />provide for effective drainage, naturally arid climatic conditions, <br />relatively rapid turnover of stockpiled coal which tends to limit weathering <br />and leaching, and provisions for collection of all runoff from stockpile <br />areas in sedimentation Ponds Nos. 1 and 5. <br />- <br />C:1TM1860 \V OL.2IREC.
