April 21, 2015 C- 1981 - 037 /GEC Strip Mine RDZ <br />ROADS — Rule 4.03 <br />Construction 4.03.1(3)/4.03.2(3) <br />Drainage 4.03.1(4)/4.03.2(4) <br />Surfacing and Maintenance4.03.1(5) and (6)/4.03.2(5) and (6) <br />Reclamation 4.03.1(7)/4.03.2(7): <br />The access road that connects to Energy Fuels' Monarch Fan Road continues to remain navigable with an <br />SUV (and likely with a sedan). The armoring work in the channel that runs along the road, performed by Energy <br />Fuels in 2014, appears to have helped protect the road from further degradation. No mass wasting was seen from <br />the toe of "Chen's Hill" into the roadside channel. The access road also remains relatively stable at the two <br />California crossings where the two drainages from the pit areas cross the road. Erosion of the cut slope along the <br />road was observed (see photograph in this report); rills are approximately two feet deep. At the large culvert for <br />the Magpie Diversion, the road is wide, 22 feet at the narrowest points. Headcutting next to the culvert is a <br />potential problem but not an imminent threat. <br />Sediment loads from GEC continue to wash onto the Southfield access road (on Fremont County Road No. 92), <br />near the green entrance gate. <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />Vegetative communities are established in all of the reclaimed areas, and no weed patches were observed. <br />Some large bare patches were seen. Above the Southfield Pond 5 there are two bare areas on the ridge; they are <br />each approximately 60 - 100 feet long and 20 feet wide. There are other small bare spots at the south end of the <br />ridge. <br />SLIDES and DAMAGE - Rule 4.12: <br />Several large gullies were seen throughout the reclamation. The worst that were observed during this <br />inspection include: <br />The group of deep gullies on the west side of the site (above Southfield's Magpie Diversion). <br />A large gully (approximately six feet deep and 30 feet wide) in the East Pit. There is still head cutting at the top, <br />but vegetation is stabilizing the lower portion. <br />The gully below the East Pit, along the road. It is over 15 feet in depth. <br />Gullies on the west side and east side of "Chen's Hill." (East side gullies were as deep as six feet or deeper.) <br />Some of the gullies show signs of healing (see photograph in this report). <br />SUPPORT FACILITIES - Rule 4.04: <br />At the tipple area, there is a large amount of cranesbill (Erodium cicutarium) near the road and more near <br />the north end of the area. Dr. Corley mentioned that Mullein has been treated there in the past.
