When prune <br />farmland is involved, there is a specific time frame that the State <br />enforces and, in doing so, they implement certain guide lines that are <br />written to keep the ball moving so to speak, so bond release can be <br />achieved in a ten year period, although they have failed to do this in the <br />past history of this mine. <br />A rotation crop is one that is planted between or before the alfalfa crop is <br />planted because alfalfa kills alfalfa, antitoxicity, and a cover crop is <br />planted for the purpose of exactly what it says, to provide cover. Last <br />December, a rotation crop was planted because it was so late in the year <br />before the reclamation was completed, the seed had to be in the ground. <br />So, the rotation crop was put in because certain portions of the property <br />was already in alfalfa and before alfalfa could go in this year, this crop <br />had to be planted. It will be the green manure crop that will be plowed <br />under. Then, the permanent crop will be planted with the cover crop. <br />This terminology must be used properly because of the time frames, Pr- <br />08. And, if it is not, then when there is a different person in charge, they <br />won't understand why that was written as it was and it will come back <br />and bite us in the ass. , And, I won't allow that. In that observation, he <br />referred to the Morgan "cover" crop that is coming up. This needs to be <br />changed to the words rotation crop that .will be plowed under for green <br />manure.
