Enclosed is my check for $86.00. Although there are intervening reasons, lack of manpower, etc. this is essentially the third application and third fee I have submitted for the same project even though I requested that the application be extended until the proper bonding could be determined by the U.S. Forest Service. At various times, both the Division and the U.S. Forest Service have approved this project. It is unchanged except that I recognized the bond was insufficient partially based on the Division's information which is contained in the application as well as through my past experiences. Although I understand regulations and policies, it seems to me there could have been some effort on the part of both the Forest Service and the Colorado Division of Reclamation, Mining, and Safety to accommodate the particular issues regarding this application. I have only attempted to meet the requirements of two different agencies and in the process have essentially been caught in the middle. I respectfully ask that the Division review its procedures and at least be willing to work with applicants and not be driven as much by the "system." I also cannot determine how to submit an electronic copy. I hope this copy will suffice for your administrative requirements. I do not wish to keep anything "Confidential" regarding this project.
