Although there are intervening reasons, lack of <br />manpower, etc. this is essentially the third application and third fee I have submitted for <br />the same project even though I requested that the application be extended until the proper <br />bonding could be determined by the U.S. Forest Service. At various times, both the <br />Division and the U.S. Forest Service have approved this project. It is unchanged except <br />that I recognized the bond was insufficient partially based on the Division's information <br />which is contained in the application as well as through my past experiences. Although I <br />understand regulations and policies, it seems to me there could have been some effort on <br />the part of both the Forest Service and the Colorado Division of Reclamation, Mining, <br />and Safety to accommodate the particular issues regarding this application. I have only <br />attempted to meet the requirements of two different agencies and in the process have <br />essentially been caught in the middle. <br />I respectfully ask that the Division review its procedures and at least be willing to work <br />with applicants and not be driven as much by the "system." <br />I also cannot determine how to submit an electronic copy. I hope this copy will suffice <br />for your administrative requirements. I do not wish to keep anything "Confidential" <br />regarding this project. <br />Thank you, <br />�//,1�1 <br />OSEPH L.
