Peabody Sage Creek Mine July 2014
SL -3 Phase III Bond Release Request
Sample adequacy for total vegetation cover was achieved for the BRB PSCM -1 Phase III bond
release area and the sagebrush and mountain brush reference areas in 2010 and 2011. For total
allowable first hit herbaceous cover, adequacy based on first hit cover and was achieved for BRB
PSCM -1 and the sagebrush reference area but not for the mountain brush reference area.
Considering this, calculation of sample adequacy in the mountain brush reference area using all
hit herbaceous cover was proposed to CDRMS. Once sample adequacy was achieved based on
all hit herbaceous cover, the ratio of first hit to all hit herbaceous cover is then assessed for
sample adequacy. The all hit mean herbaceous cover would then be converted to a first hit basis
using this ratio and that converted value is then used in the calculation of the performance
standard. This approach was reviewed and approved by Dan Matthews of CDRMS on August
11, 2009. Please refer to page 6, Attachment I ( CDRMS approval) and Tables C4 and G2 in the
vegetation report contained in Attachment D for more detail.
Sampling results and statistics for total first hit cover and allowable first hit herbaceous cover are
summarized below in Tables 2 and 3. See pages 19 and 23 and Table C -4 in the vegetation report
contained in Attachment D.
Table 2. 2010 and 2011 Data and Sample Adequacy Summary for Total First Hit Cover,
Phase III BRB PSCM -1 and Sagebrush and Mountain Brush Reference Areas.
Area
Total First Hit Cover (x)
s
N
N.j.
t
Phase III Bond Release
BRB PSCM -1 2010
58.8
9.7
30
5
1.311
Mountain Brush RA 2010
71.5
7.4
15
2
1.345
Sagebrush RA 2010
71.1
5.9
15
2
1.345
Phase III Bond Release
BRB PSCM -1 2011
60.1
7.7
30
3
1.311
Mountain Brush RA 2011
85.3
5.9
21
1
1.325
Sagebrush RA 2011
74.3
5.9
15
2
1.345
Ell
