PERMIT #: M- 2002 -122 <br />INSPECTOR'S INITIALS: TOD <br />INSPECTION DATE: December 2, 2014 <br />OBSERVATIONS <br />This normal routine monitoring inspection was conducted by Tyler O'Donnell of the Division of Reclamation, <br />Mining and Safety (DRMS). Seifert Construction dba Seifert Enterprises, LLC, the Operator, was represented <br />by Kent Beach during the inspection. <br />The Seifert Pit is located in Custer County approximately 12.5 miles south of Westcliffe Colorado. The Seifert <br />Pit is a 140 -acre 112c Construction Materials Reclamation Permit with a maximum allowed disturbance of 13 <br />acres. The 112c permit was issued in 2003. The approved post- mining land use is rangeland. <br />During the inspection the sky was overcast and the ground was dry. It appears that the last mining activities <br />were progressing from north to the east and the south. At the present time it appears that the mining operation <br />has affected approximately 11 to 13 acres. There was approximately 5 to 6 acres in varying stages of <br />reclamation located in throughout the western part of phase 1. <br />Backfilling and Grading: <br />The Operator has graded the northern portion of phase 1. The slopes in the northern portion of phase 1 were <br />graded to 3H: IV or flatter. The pit floor in phase 1 had been graded. There was a highwall along the eastern <br />side of phase 1 extending into phase 9. The highwall was roughly 700 feet long and with an average highwall <br />height of approximately 10 feet. The highwall that run along the eastern portion of phase 1 daylights to the <br />west and south. There were several stockpiles of pit run and product scattered throughout phases 1, 9, and 2. <br />Financial Warranty: <br />The current amount of financial warranty the Operator has on deposit with the State is $36,500.00. <br />The reclamation cost estimate for this pit was updated with this inspection. It was determined that the current <br />financial warranty amount is adequate. <br />Hydrologic Balance: <br />The bottom of the pit was dry. The pit daylights to the west and south. There was no evidence of excessive <br />erosion. There appeared to be no significant impacts to the prevailing hydrologic balance. <br />Gen. Compliance With Mine Plan: <br />The operation appeared to be following the approved mine plan. All mining activity appeared to be within the <br />approved boundary. The Operator's representative stated that the mine is operational more than 180 days a <br />year. Mining operations appears to be progressing into the northern potion phase 2, just south of county rd 105. <br />The Operator is nearing the Maximum allowed disturbance of 13 acres. If the Operator plans on affecting more <br />than the maximum allowed affected area of 13 acres the operator will need to file a Technical Revision to <br />increase the maximum allowed affected area. <br />Roads: <br />The access road was stable and in good condition. The site sees frequent use the road was well maintained. <br />County road 105 runs through a portion of the mine site. A segment of County road 105 functions as a haul <br />road for the mine. The Operator appeared to be maintaining the required 25 -foot mining offset from county <br />road 105. <br />Reclamation Success: <br />The Operator has successful graded portions of phase 1 <br />with the desired vegetation. <br />The northwestern corner of phase 1 is begging to fill in <br />Page 2 of 5 <br />
