PERMIT #: M- 2011 -015 <br />INSPECTOR'S INITIALS: TOD <br />INSPECTION DATE: December 2, 2014 <br />OBSERVATIONS <br />This normal routine monitoring inspection was conducted by Tyler O'Donnell of the Division of Reclamation, <br />Mining and Safety (DRMS). Seifert Enterprises, LLC, the Operator, was represented by Kent Beach during the <br />inspection. <br />The Seifert Pit is located in Custer County approximately .25 miles north of Westcliffe and Silver Cliff <br />Colorado. The Seifert Pit is a 41.5 -acre 112c Construction Materials Reclamation Permit. The 112c permit <br />was issued in 2011. The approved post- mining land use is rangeland. <br />During the inspection the sky was overcast and the ground was dry. It appears that the last mining activities <br />were progressing from south to north. At the present time it appears that the mining operation has affected <br />approximately 6 acres. There were several stockpiles of product located within the disturbed area. <br />Backfilling and Grading_ <br />There was a highwall along the northern side of pit. The highwall was roughly 150 feet long and was <br />approximately 10 feet high. The highwall run east to west and daylights to south. There were several <br />stockpiles of product located south of the active working face. <br />Financial Warranty: <br />The current amount of financial warranty the Operator has on deposit with the State is $130,243.60. <br />The reclamation cost estimate for this pit was updated with this inspection. It was determined that the current <br />financial warranty amount is adequate. <br />Hydrologic Balance: <br />The bottom of the pit was dry. There was no evidence of excessive erosion. There appeared to be no <br />significant impacts to the prevailing hydrologic balance. <br />Gen. Compliance With Mine Plan: <br />The operation appeared to be following the approved mine plan. All mining activity appeared to be within the <br />approved boundary. The mining plan map outlined an area where mining would begin; it appears that the <br />mining operation started just south and east of the proposed starting area detailed in the mining plan map. <br />Roads: <br />The access road was stable and in good condition. <br />Revep,etation: <br />There was some plant growth on the stockpiles and through the disturbed area. Some of this growth in the <br />disturbed area appeared to be volunteer vegetation, comprised of grasses and a few annual weeds. The operator <br />is advised to continue to monitor and treat weed annual and noxious weeds. <br />Erosion/Sedimentation: <br />There was no evidence of excessive erosion (rills, gullies, or sediment fans). The sediment control berm was <br />located downgradient from the active mining face and processing area. The sediment control berm appeared to <br />be functioning properly during the inspection. <br />Page 2 of 5 <br />
