South Tavlor Fill Inspection Certification <br />On March 23`d, 2015, 1 inspected the South Taylor Fill areas, which includes the East Taylor Fill <br />and the West Taylor Fill, identified on Map 23A and Map 45 of the approved permit. The <br />purpose of this inspection was to observe the status of the fill placement. This inspection is <br />necessary to satisfy the requirements of CDRMS Rule 4.09.1(1)(c) and Rule 4.09.1(11). <br />Weather conditions at the time of inspection were approximately 50 °F and windy. <br />West Taylor Fill with A -A' and B -B' Underdrain Area No new activity has occurred within the <br />permanent West Taylor Fill since last inspection. The East Tributary of the West Taylor fill has <br />been rip- rapped up to the 7850' elevation (approximately). The West Tributary of the West <br />Taylor fill has been rip- rapped up to the 7820' elevation. Dumping continues at the 8100 <br />elevation of the temporary spoilpile. <br />The current water level reading of the piezometer well was 223.5 feet from the ground surface, <br />a decrease in water elevation of 0.2 feet from the previous quarter. <br />No structural weakness, signs of instability, or other hazards were noted at the time of <br />inspection. <br />East Taylor Fill with C -C' Underdrain Area: The 7800, 7850, 7900, and 7950 dump benches <br />are completed. During the first quarter of 2014, the Colowyo "025" Rock Crusher was moved to <br />the flat pad above the East Taylor fill, and was placed at the 8000' elevation. At the time of <br />inspection, minimal crusher fines have been produced at the 025 crusher site. During this <br />quarter, the Colowyo "102" dragline was moved to the west side of the East Taylor fill, and <br />parked onto a pad below the 025 rock crusher. The dragline pad was a pre- existing pad that <br />required only minimal reworking. No other activity has taken place within the East Taylor fill <br />during this quarter. <br />Design requirements for the spoil pile are addressed in Volume 13, Exhibit 21, Item 1, <br />Introductory Letter. Inspection requirements during construction are further detailed in Volume <br />12, Section 4.09. <br />No structural weakness, signs of instability, or other hazards were noted at the time of <br />inspection. <br />a <br />
