COLORADO
Division of Reclamation,
Mining and Safety
Department of Natural Resources
1313 Sherman Street, Room 215
Denver, CO 80203
Interoffice Memorandum
April 6, 2015
To: Jared Ebert
From: Tabetha Lynch
RE: Foidel Creek; C- 1982 -056
PR10 Adequacy Review
This memo is a review of the Foidel Creek Mine's PR -10, which requests approval to include
development and longwall mining of the Wolf Creek Coal Seam Reserve. The requested Permit
Revision address mining of four of the initial panels (9RT, 8RT, 7RT and 11RT) approved under
Technical Revision No. 83; subsequent development of remaining panels in the Wolf Creek Reserve
(6RT, SRT, 4RT, 12RT, 13RT, and 14RT); and mining of Twentymile Coal, LLCs owned and leased
reserves in Panels 7RT, 6RT and 5RT. The Permit Revision also includes development of an internal
ventilation and utility shaft in the Wolf Creek main entries adjacent to the 8RT Panel and an
adjustment to shift a segment of the eastern Permit Boundary to the east to include an additional
160 acres.
As requested, I have reviewed PR -10 for groundwater related issues and adequacy against the
following Rules: 2.05.6(3), 4.05.11, 4.05.12, Rule 4.05.13. The changes proposed in PR -10 do not
create additional concerns in relation to ground water that have not been previously addressed
with revisions to the PAP made with TR -83 in November 2014.
In summary the approval of TR -83:
1. Acknowledges that the Division has determined that there is no potential to impact the Trout
Creek Sandstone which is the significant aquifer that underlies the Wolf Creek Coal. The Trout
Creek Sandstone is a confined aquifer under potentiometric head. The confining shale layers
above the Trout Creek Sandstone should prevent any integration of water from the overlying
Wolf Creek Coal seam.
2. Baseline characterization of the Wadge Coal /Wolf Creek Coal Interburden and the Wolf Creek
Coal Seam.
3. The Hydrologic Monitoring Plan for the Wolf Creek Reserve was approved by the Division and
presented in Exhibit 14A.
4. Probable Hydrologic Consequences relative to the proposed construction and development
activities for the Wolf Creek Reserve.
1313 Sherman Street, Room 215, Denver, CO 80203 P 303.866.3567 F 303.832.8106 http: / /mining.state.co.us
John W.
