The requested Permit <br />Revision address mining of four of the initial panels (9RT, 8RT, 7RT and 11RT) approved under <br />Technical Revision No. 83; subsequent development of remaining panels in the Wolf Creek Reserve <br />(6RT, SRT, 4RT, 12RT, 13RT, and 14RT); and mining of Twentymile Coal, LLCs owned and leased <br />reserves in Panels 7RT, 6RT and 5RT. The Permit Revision also includes development of an internal <br />ventilation and utility shaft in the Wolf Creek main entries adjacent to the 8RT Panel and an <br />adjustment to shift a segment of the eastern Permit Boundary to the east to include an additional <br />160 acres. <br />As requested, I have reviewed PR -10 for groundwater related issues and adequacy against the <br />following Rules: 2.05.6(3), 4.05.11, 4.05.12, Rule 4.05.13. The changes proposed in PR -10 do not <br />create additional concerns in relation to ground water that have not been previously addressed <br />with revisions to the PAP made with TR -83 in November 2014. <br />In summary the approval of TR -83: <br />1. Acknowledges that the Division has determined that there is no potential to impact the Trout <br />Creek Sandstone which is the significant aquifer that underlies the Wolf Creek Coal. The Trout <br />Creek Sandstone is a confined aquifer under potentiometric head. The confining shale layers <br />above the Trout Creek Sandstone should prevent any integration of water from the overlying <br />Wolf Creek Coal seam. <br />2. Baseline characterization of the Wadge Coal /Wolf Creek Coal Interburden and the Wolf Creek <br />Coal Seam. <br />3. The Hydrologic Monitoring Plan for the Wolf Creek Reserve was approved by the Division and <br />presented in Exhibit 14A. <br />4.
