PERMIT #: M- 1982 -067 <br />INSPECTOR'S WITIALS: ERR <br />INSPECTION DATE: March 26, 2015 <br />OBSERVATIONS <br />The Division of Reclamation, Mining and Safety (Division/DRMS) conducted an inspection of the Bledsoe Pit (Permit <br />File No. M- 1982 -067), a Construction Material Limited Impact 110c Operation Reclamation Permit with 9.9 permitted <br />acres and an approved post mining land use of Rangeland. The mine is located in the southwest corner of Kit Carson <br />County, approximately 17 miles south - southwest of Flagler, Colorado. Elliott Russell, with the Division, inspected the <br />site. Dave Hornung, representing the Operator, accompanied the inspection. This inspection was carried out as a part of <br />the Division's normal monitoring program. <br />At 13:10, the Division and Mr. Hornung arrived at the mine site, located 600 feet north of the Kit Carson - Cheyenne <br />County line, % mile east of County Road B. At the time of the inspection the temperature was warm, the sky was clear, <br />and the ground was dry. The mine site identification sign was observed at the entrance to the site and was in compliance <br />with Rule 3.1.12(1). The site was not currently being mined at the time of the inspection and there was no equipment on <br />the site. The Division and Mr. Hornung located three metal t -posts (the southwest corner could not be located); GPS <br />points were taken at these marker locations using a Trimble Juno 3b unit. After the inspection, the Division analyzed the <br />locations of these markers and it appears that only the southeast boundary marker is correctly placed. A map, submitted to <br />the Division on August 13, 1999 during the application amendment (AM -01) process, has been attached for the Operator's <br />reference; this map shows that the nearly square- shaped permit is 660 feet east -west and 650 feet north- south.This will be <br />cited as a problem requiring corrective action (please see page 1 of this report for more information on this problem). <br />The site consists of a small pit, approximately 1.25 acres in size, located between two small ravines that drain to the north. <br />The pit has a vertical highwall along the east side of the pit, slopes (approximately 1.511:1 V) along the south and west <br />sides, and the pit "daylights" to the north. A small pile of material, which appears to be topsoil, is located near the crest of <br />the eastern highwall. Mr. Hornung had a question regarding importing topsoil -like material to the site since it appears that <br />little to no topsoil has been salvaged during the mine operation. A Technical Revision to the Reclamation Plan would <br />need to be submitted and approved if Kit Carson County wants to import clean "plant growth medium" to account for the <br />deficit in salvaged topsoil. This TR should follow the standards set forth in Rule 3.1.5(9). <br />The Division observed a large pile of scrap metal located in the western portion of the site. Mr. Hornung said that the <br />scrap metal was not the County's and it must have been placed there by the the landowner's. This refuse will need to be <br />hauled off site prior to final release of the permit. <br />Page 2 of 6 <br />
