PERMIT #: M- 2015 -011 <br />INSPECTOR'S INITIALS: ERR <br />INSPECTION DATE: March 26, 2015 <br />OBSERVATIONS <br />This was a pre - operational inspection of the Rueb Borrow Pit (Permit No. M- 2015 -011) conducted by Elliott Russell with <br />the Division of Reclamation, Mining and Safety (Division). Ralph Bell, of Castle Rock Construction Company of <br />Colorado, LLC, was contacted prior to the inspection but was unable to attend. <br />The 111 Construction Materials Special Operation Reclamation Permit application was received by the Division on March <br />23, 2015. The application was deemed complete on March 27, 2015 and the decision date has been set for April 11, 2015. <br />The public comment for the application will end on April 3, 2015; no objections have been received by the Division to <br />date. <br />The proposed 111 permit will encompass 10 acres. The proposed post - mining land use for the site is Rangeland. Slopes <br />will be reclaimed at a 411:1 V or flatter with 4 -6 inches of topsoil replaced during reclamation. The borrow material <br />proposed for extraction is located on a small hill spanning between two small drainages. <br />At 10:35, the Division arrived at the proposed mine site entrance, located '' /z mile east of County Road 23, on the south <br />side of Interstate 70. At the time of the inspection the temperature was cold, the sky was clear, and the ground was damp. <br />The mine site notice sign was observed at the entrance to the site and was in compliance with Rule 1.6.2(b). The permit <br />boundary had been delineated by wood lath stakes at each of the four corners of the rectangular- shaped permit. GPS <br />points were taken at each of these corners (with a Trimble Juno 3b unit) and are provided in the photographs section <br />below. The Division observed general rangeland conditions within the staked boundary and no unidentified structures or <br />disturbances were found. <br />Page 2 of 6 <br />
