PERMIT #: M- 2015 -010 <br />INSPECTOR'S INITIALS: ERR <br />INSPECTION DATE: March 26, 2015 <br />OBSERVATIONS <br />This was a pre - operational inspection of the Clapper Sand Pit (Permit No. M- 2015 -010) conducted by Elliott Russell with <br />the Division of Reclamation, Mining and Safety (Division). Ralph Bell, of Castle Rock Construction Company of <br />Colorado, LLC, was contacted prior to the inspection but was unable to attend. <br />The 111 Construction Materials Special Operation Reclamation Permit application was received by the Division on March <br />12, 2015. The application was deemed complete on March 19, 2015 and the decision date has been set for April 3, 2015. <br />The public comment for the application ended on March 26, 2015; no objections were received by the Division. <br />The proposed 111 permit will encompass 28 acres; 26 acres for the area where the excavation will be and the remaining <br />for the haul road off of County Road U. The proposed post - mining land use for the site is Rangeland. Slopes will be <br />reclaimed at a 4H:1 V or flatter with 4 -6 inches of topsoil replaced during reclamation. The operation will also strip an <br />anticipated 2 -3 feet over overburden which will also be returned during reclamation. The sand and gravel deposit <br />proposed for extraction is located on the south side of the ephemeral channel known as Spring Creek. This channel skirts <br />along the northern boundary of the site. <br />At 09:40, the Division arrived at the proposed mine site entrance, located % mile west of County Road 23, on the south <br />side of County Road U. At the time of the inspection the temperature was cold, the sky was clear, and the ground was <br />damp. The mine site notice sign was observed at the entrance to the site and was in compliance with Rule 1.6.2(b). The <br />off -site batch plant area was being constructed during the inspection. This area, along the access road to the 111 site, was <br />approximately 15 acres. Topsoil in the batch plant location had been stripped and piled around the perimeter. The <br />Division proceeded on foot to the proposed location of the pit. The permit boundary had been delineated by metal fence <br />posts at each of the four corners of the rectangular- shaped permit. GPS points were taken at each of these corners (with a <br />Trimble Juno 3b unit) and are provided in the photographs section below. <br />The site was currently being grazed by livestock and the land -use provided by the Applicant (Rangeland) is correct. The <br />Division observed a well casing, approximately 24 inches in diameter and 30 inches tall, within the south - central portion <br />of the permit boundary. The Division observed another similar well casing 100 feet west of the western permit boundary. <br />These two wells appear to have been abandoned. The Division addressed these structures, which were missing in the <br />application, in the Division's adequacy review letter dated March 30, 2015. <br />Page 2 of 8 <br />
