EXHIBIT D
RECLAMATION PLAN
COUNTY: Kit Carson
OPERATOR: Castle Rock Construction Co. of Colorado, LLC
1. 4 - 6" of topsoil is currently present on the site and will be stripped and
stockpiled.
2. The final slopes will be a maximum of 4:1 or flatter. The floor of the pit will be
graded with a slight grade to allow for drainage to the east to prevent
standing water. Final slopes, both new and existing that are disturbed, will be
reclaimed, seeded and mulched utilizing the attached seed and mulch plan that is
specified on the highway project six miles from the pit. No blanket or mulch
tackifier is anticipated to be necessary.
3. The final use of the pit is rangeland.
4. No trees or shrubs will be removed from the rangeland.
5. No streams, roads or building will remain after reclamation.
6. The haul road will be returned to existing contours and to the use of rangeland.
7. If deemed necessary to prevent erosion of the pit area after the mining operations
are complete, a berm will be constructed utilizing overburden and topped with
topsoil along the northerly edge of the existing drainage on the northern side of
the mining area. This berm will be small in size with slopes no steeper than
3H:1V and will be placed as shown on the Reclamation Plan.
8. By salvaging and placing all existing topsoil as described above, the new
vegetation on the slopes will be greater than the extent of cover of the existing
vegetation on the surrounding areas.
9. The seeding will be done by the fall of 2015, probably at the same time as the
roadway project. A preparation and seeding list are attached in this Exhibit. The
site will be chiseled and disced after topsoiling and prior to seeding.
10. Prior to the seeding and mulching process, the reclaimed soil will be tested to
determine the need for fertilizer. These results will be supplied to the Division
prior to actual application for approval
