EXHIBIT C <br />MINING PLAN <br />COUNTY: Kit Carson <br />OPERATOR: Castle Rock Construction Company of Colorado, LLC <br />1. Mining will commence in mid April 2015 or as soon thereafter as this permit is <br />approved and will continue until the completion of a Highway I70 re- construction <br />project from Vona to Stratton. The completion of this project will be in the fall of <br />2015. Reclamation will be complete by the time the project is finished. <br />2. All of the topsoil along with the grass root zone on the existing rangeland will be <br />salvaged for use in the reclamation process. Topsoil on the disturbed portions <br />of the pit will be striped to a depth of 4 -6 inches and stockpiled as shown on <br />Exhibit E - Mining Plan Map in two piles to the east edge and west edge of <br />the affected area. The topsoil will be placed back on the reclaimed area to the <br />same 4 -6 inches, when possible, during excavation as the remaining borrow is <br />excavated, thereby minimizing the size of the topsoil stockpile. <br />3. Since all of the material laying directly under the topsoil zone is acceptable for the <br />dirt borrow needed there will be no overburden removal required. <br />4. If stock piles are left for extended time over 180 days they will be temporarily <br />seeded. Temporary seeding will utilize the seed mix stated in the reclamation <br />plan. Any runoff from the stockpile will be channeled toward the excavation <br />area. No drainage ways will be blocked by or contact the stockpile of topsoil. <br />Topsoil placement will be complete by the fall of 2015. <br />5. Thickness of borrow material to be mined is 10 to 15 feet. <br />6. Dirt borrow will be excavated within the pit limits and hauled directly to the <br />project. No processing of the material will occur on the site. Recycle crushing <br />related to the project will be occurring in an area adjacent to the pit and is covered <br />by the lease with the owner but will not occur within the pit limits. <br />7. A temporary entry enters directly onto CDOT right of way. The access will be <br />returned to existing contours when mining is completed and returned to its current <br />use as rangeland. An access permit has been applied for from CDOT for this <br />break in the right of way fence and initial approval is attached. <br />
