The Division sent its fourth adequacy review letter dated July 29, 2014. Item #23 of that letter
identified additional issues regarding Trapper's proposed revised section 4.8.1.3; "Post Mine
Drainage Stabilization" plan submitted to the Division. Trapper and the Division met on August
21, 2014 to discuss the concerns raised in the fourth adequacy review letter. Based on that
meeting, Trapper agreed to submit the results of the hydrologic model they used as a basis for
their drainage stabilization plan that was not included in their original plan. The Division agreed
to review the submittal to determine what information should be included in Trapper's permit and
to review the adequacy of the model used. On August 29, 2014, Trapper e- mailed the information
to the Division. The Division reviewed the submitted material. On November 12, 2014 the
Division and Trapper met to discuss the results of the model and the drainage stabilization plan.
Based on the November 12, 2014 meeting, it was agreed that the proposed revised permit text in
section 4.8.1.3 of the permit could be expanded to clarify how Trapper will utilize the information
obtained from the model to determine the number of check dams and dozer basins that will need
to be installed in the reclaimed drainages. Also, it appears additional figures will need to be added
or the current figures will need to be modified. Below is a list of items the Division believes will
need to be addressed:
Page I 1
a. All of the documents e- mailed to the Division on August 29, 2014 should be included
in Trapper's permit as an appendix. These documents include "Guideline for the Design
P.O.
