(TR Fe) value was for the April 21st sample 1.25 mg /1. The monthly <br />average TR Fe limit in the NPDES permit is 1 mg /l as a monthly average. <br />There is no daily maximum limit. In December 2010, Peabody Energy was <br />successful in getting an ambient -based seasonal standard for TR Fe (Reg. <br />33 for the Yampa River, Section 33.47, Segment 13d, Dry Creek). That <br />seasonal standard is 3.04 mg /l for the months of March and April. This <br />standard is not in the current NPDES permit, as it is currently under <br />administrative extension. The facility and outfall are being properly <br />operated and maintained. This possible exceedance occurred as a result <br />of spring snowmelt and runoff. In addition, we did get about 2 inches <br />(melted water equivalent) of late, heavy snow in April prior to the <br />sampling event. Therefore, we consider this to be an upset condition. <br />Surface Water Summary. Flow values from 005, 006, and 015, were below <br />average this year due to low snowpack runoff. The average flow value <br />from 016 and 017 was above average. NPDES Site 009 did not flow at all. <br />TDS values at all NPDES Ponds (except 005 and 017) are decreasing and <br />the TDS trend at NPDES Ponds 005 and 017 are stable. TDS values at <br />downstream surface water Sites WSH7, WSHF1, WSD5, WSSF3 are increasing <br />while site WSPG50 TDS values are decreasing. All Spoil Springs, with the <br />exception of Spoil Spring 3 are displaying decreasing TDS trends. The <br />TDS trend is stable at upstream site WSH9. NPDES discharges are normally <br />suitable for livestock and irrigation, but sometimes exceed water <br />quality standards for aquatic life. <br />In the Probable Hydrological Consequences (PHC, Tab 17, Table 17 -42b) <br />section of the Seneca II -W Mine PAP, predictions were made as to the <br />expected TDS increases to be observed at various surface water sites. <br />The following table outlines these predictions along with this year's <br />observed average values (irrigation season, June - September). <br />Site Predicted TDS values (mg /1) <br />WSHF1 2527 <br />WSD5 2451 <br />WSSF3 676 <br />* indicates value above prediction <br />23 <br />This year's average TDS (mg /1) <br />2100 <br />1810 <br />1120* (no flow October) <br />
